On January 25, I joined Gov. Rick Scott, Florida Chief Financial Officer Jeff Atwater, and a broad coalition of business and law enforcement at a rally at the Florida Capitol to urge repairs to Florida’s broken Personal Injury Protection (PIP) system.  Sometimes referred to as Florida’s no-fault law, it has for decades been a deep pocket for automobile insurance scammers who defraud the system at the expense of consumers.

 

In 1977, during my tenure as Florida Insurance Commissioner and State Treasurer, my office produced an investigative report to assess the scope of PIP fraud and suggest comprehensive solutions to fix it.  This report identified fraud, abuse, overuse of various medical procedures and excessive litigation as significant problems that -- if not addressed – would burden the auto insurance system and its policyholders. Now, more than 12,500 days later and counting, the problem hasn’t been fixed and is in fact worse than ever!  According to the National Association of Insurance Commissioners, Florida now is home to four of the 10 worst cities in the nation for automobile accident fraud:  Tampa, Orlando, Miami and Hialeah. This is a blight we can ill afford during the current economic downturn.
